Baguio City Prepares For Full Implementation Of No Plastic And Styro Ordinance

The local government of Baguio City has issued the implementing rules and regulations (IRR) for the Plastic and Styrofoam-Free Ordinance of the city. The ordinance, which was approved one year ago, provides for a one-year grace period before full implementation. According to the local government’s timetable, businesses and residents should be ready for full implementation by May of this year.

Mayor Maurico Domogan signed the IRR on Apr. 26. Here is a rundown of what it covers and what it means for businesses, residents, and visitors.

Plastic And Styro Out, Biodegradable And Reusable In

Businesses in Baguio City, small or big are prohibited from selling or providing thin, single-use ‘sando’ bags to their customers. This also includes the selling and using of plastic straws. Food establishments, on the other hand, are not allowed to use polystyrene or Styrofoam containers in serving or packaging food items, whether for dine in or take out.

Heavy-duty plastic containers made of polypropylene is allowed, so long they are reusable, recyclable or microwaveable. Multi-use plastic bags are also allowed. Instead of styrofoam containers, establishments must shift to wax or aluminum coated boxes, cups, and other containers.

Among the hardest hit by this ordinance will be Baguio City’s market vendors and stalls, as well as small grocery stores. Under the ordinance, all businesses must place a prominent sign that says “Bawal ang Paggamit ng Plastic Bags at Styrofoam.”

What It Means For Consumers

Consumers, whether residents of Baguio or not, also have to be aware of their responsibilities under the ordinance. When buying goods from the market or the grocery, residents must bring their own reusable, recyclable, multi-use bags with them. Otherwise, business establishment must provide them with other alternatives, either for free or for a fee.

As a consumer, one has a right to refuse any plastic or styrofoam container provided. Consumers are also encouraged to report any violations by any establishment.

The ordinance also established a city-wide Task Force headed by the City’s General Services Office. The task force will be in charge of monitoring implementation as well as penalize violators.
