According to PAGASA, Signal no. 1 is raised in Cagayan, Abram Kalinga, Apayao, La Union, Ilocos Sur, Mountain Province, Benguet, Ifugao, and Pangasinan. Signal no. 2, however, is raised in Ilocos Norte, Batanes and Babuyan group of Islands.

In the Cordillera Administrative Region, five provinces are under Signal No. 1. Regional director of the Office of the Civil Defense-CAR tells Sunstar that they are trying to coordinate with the local government units to do the necessary measures to get ready.
